Detailed Description:
Currently, when a CEO needs to move a corp out of a country that is massively short of available workers, the CEO is REQUIRED to pay the President a MINIMUM of 5 Billion SC$ to that President.
Worker shortages occur for many reasons, however; the majority of the time is because the player is inept in the proper management of their respective country, building new corps even though there are massive shortages or available workers and only a 10% or so production rate. This adversely affects the CEO corps in that country and the CEO is the one PENALIZED by being required to pay a 5 Billion SC$ fee for the Presidents negligence.
This proposal is this: When a CEO controlled corporation falls below a 60% hire/production rate directly due to a shortage of available workers, that the CEO is NOT REQUIRED to pay a fee to the President of the country the corp is being move out of, similar to how the game operates for CEO corps is C3 countries.
Please vote YES to abolish this fee to CEO's when production falls below 60%. Thank you.
