Detailed Description:
i propose that empires be allowed to exchange workers within their empire without having to make a formal exchange proposal. this would be similar to what is available to countries in an empire where they can send money or weapons to their slave nations. there should be a limit on this per game month to ensure CEO's and other companies and infrastructure (hospitals and schools) to have adequate workers.
