Detailed Description:
Currently there are in effect two army systems in place. A defensive one and an offensive one. This makes no sense to any concept of military art. Never has. The reasons for doing this are lost in the history of the game and with the new engine going into place with other war developments even makes less sense. Eliminate it! The army is the army. If you have to have border guards then have border guards.
