Detailed Description:
I recently suffered a major earthquake, but was unable to purchase needed helicopters because I have designated my country as peaceful, and they are considred weaponry. I think peaceful countries should be able to purchase helicopters, or there should be some kind of warning to do so before designating the country as peaceful.
Should peaceful countries be allowed to purchase helicopters? yes or no

This is a big problem that we have promised to solve. There is a change coming up shortly, that will eliminate this problem. In addition we are also preparing civilian helicopters as a new product in the game and will use it in disasters.
