A new player can purchase one carrier of each type during the tryout period. This is done to prevent what happened many times before, when a "new" multiplayer was launching suicide attacks on a country and then let the new country disappear.
To build a larger navy, you must be a full player. This can be done immediately or after some initial play time but reduces the risc of suicide attacks.
