Detailed Description:
Currently in order to declare war, your country cannot have any of its offensive or strategic weapons in reserve. As a result, countries that have a lot of reserves have to wait a long time ~ 3-7 days. I think that there should be a solution to this:
1. Allow countries to reactivate all their weapons at once
OR
2. Allow countries to declare war, even if they don't have all their weapons activated

War can be declared with weapons in the reserve. People do it all the time. They cannot remove their secured mode however if they have weapons in the reserve. Building a large army in secured mode and then turning it off and declaring war is exactly what we wanted to prevent. It was requested by many players who do not want to be ambushed by a country that hides behind secured mode.
The way to do this is simple.
Remove secure mode when your army is small. This is no problem and then start building your army. This way, everyone can see what you do and prepare for it. However, you do not need to remove secured mode to attack a C3 country.
If you want all your army active, do not use the reserves. The reserves are introduced to allow you to reduce the cost of the army but there is a price to pay. It takes some time to activate. If you do not want to wait, keep them active and pay the price.
