Detailed Description:
I think deactivating/reactivating weapons takes too long. It should be faster, such as in times of war, or when in debt, etc. As the president/ruler your responsible for your defenses/offences, so why should there be limits on how many weapons you deactivate/reactivate.
I believe it should be up to the country to decided how many weapons it wants to deactivate or reactivate, furthermore this process should be a lot faster.
Vote "yes" if you want to be in control of your military or vote "no" and stay in debt!!

The reserves are created to add the option of reducing the cost which is the advantage, at reduced availability which is the disadvantage. The choice is yours. If you want full flexibility, then pay for it. If you want a lager army for a lower price, plan ahead and accept the limited flexibility.
We can also give everyone (upon request) one million weapons of each type he wants, for free.
