In all empires in the real world, countries where not eliminated but remains in the empire under their own names and borders. Empires are created and they fall apart and countries should be able to break out, be conquered by another empire and become independent again.
Instead, we do intend to make the running empires easier by the introduction of empire wide functions and settings.
