This happens in very few countries where the player did not pay attention and did not convert cash into gold coins. You can avoid 100% of financial services costs by just moving your reserves from game cash to gold coins.
Financial services were announced long time before they were introduced. They were explained and we have advised players to move their reserves into gold coins.
