Detailed Description:
Currently you can only change your salary index by 2 every month, i think that this really has no purpose. In real life a ceo doesnt say, "I want the salary index to drop by 100, lets drop by 2 each month." He/she would want it to drop immediately. You should be able to change the salary index by as much as you want and have it immediately change to that index. Just a side note: I think that it would be useful for the game master to provide the salary indexes for each corp that is needed to allow it to hire at 100%.

Changing salaries very fast, does not happen in the real world. Increasing them by 100 in one year does not happen either. Salary changes in the game are much faster than anything in the real world.
You can argue for even faster changes, it might be good for the game but not more realistic.
We already have much faster changes if salaries are very high or very low. We will consider faster changer for all salaries.
It is impossible to compute what is needed for 100% hiring. The percentage of hiring depends on the availability of workers in all the groups.
