Detailed Description:
If there must be a limit of 25 then let it be 25 people not countries ,and ceo's. By this I mean there could be 100 countries and ceo's in a common market as long as there are not more then 25 different players controlling them.

The proposed change is complex. Instead, we will increase the limit on the number of countries to 35 and see whether it is used and what the effects are. If OK, we will increase to higher levels.
