Should the game allow a President to close any state corporation regardless of when it was formed?

The closing of corporations makes sense in most cases. In some cases however, it is done to damage a country before it is conquered or other reasons that do not make any economic sense. In such cases, and when the corporation value is very high, closing is prohibited.
The closing of failing state, national and private corporations will be reviewed and we will make it easier.
