Detailed Description:
Civil Unrest and Rebels should only happen in low-welfare level countries. If countries have good finances indexes, this enables them to build more facilities. However, the restriction about the 150 finances index combined with facilities index above 250 creates is bugged. Please solve the bug and allow the buildup above 250 education and health indexes, and when the transportation index is fixed (trains, airports, etc), allow the buildup of 250 transportation index.
