Detailed Description:
We should have the ability to convert higher level managers to lower level managers. Also high-tech seniors to HTEs and Sr Docs to docs, etc.

The education system will be trivialized. Why do we need education if we can just move people freely. We now allow the move into the workers groups because many players have their education system overshoot their targets and the number of workers is diminished. The education priorities can take care of all other professions.
We will improve the education priorities page with more explanation, to make sure it is used correctly.
