when we buy population it's added to our work force apparently on a random basis.
You might need HLWs, or hospital people, but I don't believe there is any way to know what goes where.
It would be nice if we had the option to allocate a certain (limited) percentage to those worker areas that need it the most. say, no more than 200 thousand X workers total, per so many groups of your own choosing, and the remainder distributed randomly as it is now.
