Since it is already possible to block CEOs, I believe the waiting period for building in other countries should be eliminated and the minimum number of corporations should be increased to 10.

This limitation was introduced for a reason. Players could start a new account and start building corporations wildly to try to disturb a successful economy, only to close and disappear quickly some time later. We had many suicide countries and introduced measures to block misuse.
This measure is very successful in allowing new players building fast in C3 countries but not allowing anyone to build in countries with a president, before they prove they are serious players.
