I think that seen as buying strategic weapons on the world market wouldn't be realistic that there should be a black market that's just like the world market but its just for strategic weapons. Seen as this would increase the number of people who have strategic weapons there could be a limit of how many strategic weapons each person can list on the "Black Market" per month.
