i have a friend who wants me to take his country over, so we went to war. he wanted to surrender, but he cant so now we have to fight a war. add the surender back. agree or not.

Surrender was never used in real wars so it was removed. War cannot be used to give a country to a friend. You can sell the country to a friend. It was mainly used to create multiple accounts and move countries around.
