Detailed Description:
Currently if you do not have enough people for 100% production and set the hiring level of some of your corps to less than 100% to provide available people for the military and then reactivate military units, Simcountry will automatically deactivate the newly activated units the following months. I propose that deactivation is not done by Simcountry unless an automatic setting is turned on. Vote yes if you agree with the proposal.

Deactivations in only done when there are not enough people for the army. If you do not want deactivation, make sure you corporations reduce production much further so that many workers become available for the army.
In fact, the army has a priority and hires all the people it needs. In some cases, there are just not enough medium level managers and low level workers that are under 50 years old.
