8 Hour Blackouts (Fearless Blue) Status: Will be done

Detailed Description:

Blackouts: currently 4 per day. Suggestion: make them 8 hrs a day, and post the hours on the country's front page. The idea is that there are some people who would like to fight but are concerned that wars will interrupt work, school, sleep times. If those times are "blacked out," they are more secure in engaging in combat.
