Country maps during war
When a country is at war, all map objects appear on the country map. This will prevent confusion on the movements of army units.
If some objects are not showing on the map (hidden), an army unit may be blocked and it is difficult to understand why. With full visibility,, it will become much clearer.
Moving objects on the map is nice if you want to reorganize your country. Relocation during war would be funny as cities could run away from their attackers and fortifications could be placed in front of attacking army units.
Relocation is blocked when war is declared. The blockade is for both parties involved in the war declaration.
