I don't know whether a system like this could work but I thought of another brainstorming idea from another similar online game to this one as I believe this one would have benefits and flaws, but no players on this game would not be safe at all which will either have an 'Independent' or a 'Puppet State' status which will mean no war levels. My idea would work like this.
Puppet States......
If a player who has less than 4 countries for example, and has one of his countries invaded by another player, they will still get to keep their country after they have lost the war.
When a country has a Puppet State status, that country will only be able to declare war on the country that invaded it if they wish for their own country to be independent again, but they can still also join other PvP wars that are already raging elsewhere in the world.
However they can still invade C3 countries if they wish, but once that puppet state has conquered it, it will become another puppet state of the same conqueror who conquered them. This way there would be no puppet states owning other puppet states.
Being a puppet state can act as a form of war protection as well. Which means if a bunch of puppet states think they are safe under a conquerors protection and that conquerors country gets invaded, they will gain independence automatically and could become vulnerable targets again.
Independent States.......
An independent state will have the ability to declare war on other players and can have the ability to subjugate a players country, although if a player has 4 countries or less for example, that country is automatically subjugated.
After a players country has been subjugated, he will have the responsibility of preventing him from gaining independence.
Although if another player invades or defeat a country who owns a few puppet states, those puppet states under him will gain full independence.
If a player who is a puppet state and declares war and tries to gain independence and fails, he will still remain a puppet state.
Possible new features......
Could have the ability to tax those puppet states profits
Have the ability to use a fraction of the puppet states armies for war
Automatically have the ability to exchange workers with your countries in an instant with those puppet states
If this suggestion is good enough, I will put this onto public voting.
