Formal Charges: The King of the Israelite Empire and the Secretary of the NLUO King Hezekiah II was been charged with a Level 2 Felony for the threat of Genocide of a federation's population.

Hearing Relevance: This has caused a member of the NLUO to come forward and press charges. This hearing is to find out the intentions of King Hezekiah in the choice of words he used. If found guilty of these allegations, King Hezekiah faces a level 2 felony.

LEVEL 2 FELONY: MUST STEP DOWN FROM THEIR POSITION OF POWER IN THEIR PARTY. IF THEY HAVE NO POSITION OF POWER, THEY ARE NOT ALLOWED TO PARTICIPATE IN ANY VOTING AT ALL.

Constitutional relevance: Section 1. Allegations, Threats, and Disclosures A mere accusation of another is not appropriate for the purposes of this Act. Evidence, even one item, is necessary for the purpose of this (NPA) process. For example, the enemy, or alleged enemy, emails a member with a threat, perception of a threat, invitation to join another federation with the intent to be disloyal or with the intent to commit treason. The mere invitation is not enough. If the perception of the invitation is to commit treason, then it would be appropriate to file a concern. After the allegation is submitted, an investigation will commence. ection 3. Confidentiality and Protection of Member of NLUO
a) Confidentiality: The identity of the complaining member will be kept confidential. The (2) investigators who are assigned to investigate complaint will keep the identity of the member confidential. The allegation, the identity, the issue will remain confidential until such time the allegation is found to be true. If and when that is determined, then the members of the NLUO will become apprised of the issues and threat at hand. If the allegation is false, then the issue will be dropped and the identity will remain confidential.
1. If the investigators disclose the identity of the member who filed the allegation, then appropriate action should take place, to be determined by the members.
2. If the identity of the member who filed the allegation is disclosed by the member, themselves, then confidentiality cannot be guaranteed or protected.
(b) Protection
1. If it is determined that the allegation is unsubstantiated, or unfounded, then no protection will be afforded to the member who proposed the allegation.
2. If the allegation is found to be true, then all protection will be afforded to that member by all means possible which will include, but not limited to the following:
i. War protection provided by other members of the NLUO (in the way of Gold Coins) for a period of one Simcountry year.
1. If member does not use Gold Coins for war self-protection, member will be cast out of the organization for dishonesty.

This will be a public live chat hearing. All parties must appear in court or the case will be dismissed. King Hezekiah opted for a Bench trial. In the event of a bench trial, King Hezekiah II has waved his right to a trial by jury.

I will most certainly be present sir! I truly hope that this will be a fair and balanced hearing that could ease the minds of the international community. this is a real opportunity for us all to forge a new path into the perception of this body. i sincerely hope that it works to that end.

Indeed. Shave has admitted being a member of Hydra and it is obvious that he has used our site in order to cause internal strife. It also appears he has succeeded in doing so since the results from this may actually do more harm than good to us.


Since shave is a hydra member, and not a true NLUO member, I am formally requesting all charges against Hezekiah be dropped on those grounds. Any record or confusion about Shave and his allegiances formally disclosed and his ex-communication from the NLUO follow.

Colonel if you refuse to see this for what it is, I will be forced to support the no-confidence vote. Let us expel this pestilence and get back to solidifying our ranks among the NLUO members, and not coming against each other because of outside actors. I would prefer that we begin to heal as a unit instead of trying to tear each other down.

After conversing with the members of the government, there is a majority of members who believe King Hezekiah should not be charged with a crime at all based on the constitutional relevance of the charge.

THE LITTLE UPSILON INTERNATIONAL COURT WAS ESTABLISHED TO HOLD GOVERNMENT OFFICIALS ACCOUNTABLE TO THEIR POLICIES, AND THAT THEY FOLLOW THEIR POLICIES. THIS COURT ALSO OVERSEE CASES OF GENOCIDE, CASES AGAINST HEADS OF STATE. THE SECURITY COUNCIL MUST REFER ALL CASES OF CRIMES AGAINST HEADS OF STATE TO THE COURT. IF THE SECURITY COUNCIL DECIDES TO PASS A RESOLUTION THEN THE COURT MUST ALLOW THE SECURITY COUNCIL TO MAKE THE DECISIONS. THE COURT CAN NOT ISSUE ANY ARREST WARRANTS. THE COURT CAN ONLY ISSUE SUMMONS TO NLUO MEMBERS FOR THEIR MISCONDUCT.

There was no proof of genocide, but a threat of genocide. It has been found by the proof of what was said, King Hezekiah did not directly threaten the hydra federation, but indirectly. This, thus makes the case against King Hezekiah invalid. The law states cases of direct threats, not indirect threats. From this finding, all appropriate legislatures can take up proposals in regards to the lack of language on indirect threats.

It is because this language it is the opinion of this court,that all charges against Hezekiah be dismissed at this time.

All parties involved can file their grievances at the Little Upsilon International Criminal Court. What we would like to happen is for the parties to bring their cases based on direct threats vs indirect threats, and the court can rule in this regard, and only then can a case like this against King Hezekiah can go forward. Also I am sure the legislatures will start passing resolutions on this issue. Maybe even add constitutional amendments.

Here is the language of the threats, which warrants level 2 felonies. There is a thin line between threats, and treason, and this needs to be broadened. Any propaganda that is issued based on this ruling is up to the congress and federations to sort out. My hope is that LU can decide fact from fiction.

Section 2. Venue in which to disclose threat and outcome.
(a) A team of (2) investigators will be assigned to investigate the allegation.
a. If it is found that an allegation involves a NLUO member and that allegation is fabricated by the complaining party, then that complaining party will have committed a Level 2 Felony, and members of the NLUO will vote on the future of this members participation in the NLUO.
b. If it has been determined that the allegation is false, when the accusation involves an outside enemy, not within the NLUO, then the issue will be closed.
NOTE: It is imperative that the accusing member have tangible evidence to submit with their allegation when that allegation involves a NLUO member.
c. Once it has been determined that the threat is real or true, then justice will commence.
(b) Accusation is true (Threat coming from outside of NLUO). If the threat is outside of the NLUO, a message will be sent to the perpetrator, outlining the accusation, and will be told to cease and desist their attempts to undermine our organization. Boycotts will be considered. If egregious behavior and the very existence of the NLUO is threatened, war may be considered and voted upon following the laws of the NLUO.
(c) Accusation is true (Threat from within NLUO)
If the threat is coming from a member of the NLUO, that member will have committed a Level 7 Felony. See Section 4.

After just speaking with King Hezekiah. I will go ahead and drop the charges against King Hezekiah. I do not want to risk loosing my position if the majority of the government does not believe King Hezekiah should be tried. I am not a weak Judge. I just want to go with the majority. I do not want to be out in front. So, I hope nobody thinks I am against King Hezekiah. True, I did try to get him impeached, but it was King Herod's idea. He, Carthage, and me all were confederate to overthrow his administration. I seen that since then, King Hezkiah does have the suport of this government, so I fell in line. I did flip to Isolationist, but this ideology fits my personality more. With that said, I hope the members of the congress will take my speech in good faith, and still consider me a loyal member of the NLUO.
