Unfortunately your country doesn't qualify. Looking at it, you have around 95T in cash and 97T in materials on hand in your country. The game caps development aid when the country has over 2T in cash in the country and the corporations combined. The maximum development aid is limited to 2T in cash.

I would recommend joining the Discord community, where we can teach you how to use that 95T in cash to grow your empire and make even more money.
