Selling population is now screwed! (Golden Rainbow)

I am trying to sell pop out of an investment country on Fearless Blue. I have sold it down to 24 million and now it says I can't sell anymore. Did the GM change the rules on us again without telling us? What gives? We are suppost to be able to sell down to 20 million.

Anyone?

You can only get down to 20 mil if you have about 20 or less corps in the country.
The game will not the there be less than 10% available workforce for all types of workers for all the available corps in the country.

Yes, I agree with what you've said. I have closed down all state corps and am in the process of getting all privates out too. The unemploment is 30%, the worker force is balanced. I have 24 million ppl and it still wont let me make the sale.
