Spending Space... (Kebir Blue)

I am curious of everybody's opinion on the fact that if a order is placed then canceled in the space of a month it still uses up spending space. For example, If a player were to order 3k fighter planes, and realize hell its smarter to buy the ammo for them first over a course of several game months, than to buy the planes and then buy ammo. This of course is only a problem if you wish to not use gc to increase spending space. If you guys agree let me know and I'll post it for a vote to see if the gm's respond.
