I ask because I had a corp not even making enough to cover the property cost so I finaly closed it

It is a fixed amount.

Actually I'm not sure why this number moves around or how to make it better. Most my state corps on white giant 400B to 430B per month. Quality is one factor. Age might be another. On LU I have a lot of corps with fixed costs around 230B to 275B. They are new and not upgraded. In the same country I have several around with 350 which have been getting upgrades.
If you cut your production fixed costs stay the same. That is why they are "fixed".
CEOs pay fewer fixed costs.
If you aren't making enough to cover fixed costs your corporation has serious problems.
