I check all CEOs on FB, and it shows that most of them have high hiring level but low production level.

Its because of the Welfare updates

I used to have 110-120% but now theyre below 100% i hope the GM makes it so that CEO arent effected by welfare

Instead of looking for 0% Tax countries, maybe we should starting looking for 130 Welfare countries?

What Scarlet says makes sense. CEOs are looking for max profit, however, one does not necessarily makes the post profit on 0% tax, but in a well balanced nation (which could have a low tax rate but also decent welfare). In RL this is much the case, looking and EU which has very productivity, medium to low corporate taxes and very profitable corps.

In C3 nations GM might have to take a look at their default welfare levels if some balancing needs to be done, however;

To change the rules when the old business tactics cease to work is perhaps easy, but it dumb's both the game and the player down.

Adapt and prosper!

It is not economic sense for low production level, in which a corp has enough meterials and workers to produce products. Otherwise, CEOs are stupid businessmen who choose states which has no transportation systems to build their factories. In fact, some big Corporations build their road to transport their products to detail dealers. Well, I think that GM really wants to reduce profits because GCs' value is on its downfall. Now, making game cash should be harder in order to balance the value between GC and game cash.
