LLW workers problem (Kebir Blue)

are we ever going to get the LLW HLW problem solved? you can tweek the HLW's monthly but we've got lots of low skilled people out there and you can't seem to tweek the higher levels to compensate. and building new corps like construction and rice don't solve the problem either. suggestions?

Military uses 'em up nicely. If you don't want a bunch of jarheads in your country, trade them off for something you can convert back to HLW's.
