A County is also a large teritory like a State, that can not realisticly be represented as a building or a dot on our maps. There are County Seats wich are the capital cities within a County, housing important government facilities that one might want to Garrison. ;) |

Much less information gets lost and you have a much less corrupting government. But you were speaking of Garrisons, not form of governments. Even if counties have weapons, they won't be able to halt the enemy's unit progression. In other words, having weapons there is dispensable. |

If a county is destroyed, the war index reduces by a very small amount which is rarely significant. If all of the counties are destroyed, the war index reduces by something in the order of 1.0 |
