This smacks of unfairness. The least should happen is that the country rebels and goes into no ownership - the best is that it goes to the player who reduced the WI |

It is also impossible to reduce the war index of a country by an invasion only. assets must be destroyed, most of the army etc. lack of fortifications will reeuce the war index a lot. |
