The last couple of days I have noticed that I cannot have more than 10,000 High Tech Engineers no matter how high my education level is set for it. I currently train ~6,700 engineers a month but the amount never surpasses 10,000.

It sucks because of this I cannot build new corps.

I found your country in question.

Your Short 10000+ HTE for that country your only graduating ~7000. The 10000 must result from the player assist feature trying to help you. They're being hired up to fill the hole, and your getting 10K new a month. At that rate you'll catch up in ten months. However when you do, the assist will likely quit and you will be back to just the 7K a month. Your going to have to fix the real problem.

Your edu system is too weak. Your not producing the workers you need across all worker types. Whilst you still have plenty of teachers profs, you should build out more schools and unis, and try to get to at least and index of 1.2 - 1.3. I'd put heavy emphasis on that, and doing worker exchanges to speed things along.

This isn't a bug Andy will fix, it's problem you will need to solve.

Yes current fully staff and it only effects high tech engineers

Two privately held corps in that country are not fully staffed, and account for the deficit. But if you don't increase your Edu index, that's going to get worse.
