i was able to upload a image on one of my countries changing the flag and picture also was able to chance both of my CEO companies but when i try to change my other 3 countries it does not allow it or update i can reset it back to stock then when i upload my image it just resorts back to the prior flag and pic not what i want just trying to figure it out

when it does not allow it to update, Is there any message?
Is it the same image as the one used for the other entities?
