I'm kind of embarrassed that I hadn't noticed before now, but didn't think to check until I saw how long a space transport was taking.

I have two Cargo Shuttle corporations within my primary country, Panacea on LU. Each is contracted to provide full production to the country, and each averages ~ 0.4 shuttles per month. These contracts have been in place for some time, the sales transactions show successfully in the corporation logs and the purchase transactions show successfully in the country logs. My space program, however, only has 14 shuttles. Since signing these contracts alone ~ 50 shuttles have been paid for and I just noticed they have not actually been delivered to the space program. It is not a case of existing shuttles being discarded from reaching the end of their life cycle through transporting.
