I have tried by not making any attacks for +24hs and clicking on End This War but nothing happens

No more Depot and units in enemy country.
So far war is still open. I will wait 24 hours with no attacks and no depot/units expecting to have it ended.
If anyone has any clue or tip to end wars versus countries without president, it's welcome
