In enterprises there is a system to reduce all corporate cash levels to a set amount. Countries do not have this option, in countries I can only add cash to my corporations. |

The idea was that all state corporations should be treated in the same way. there are two ways to control their cash levels: 1. Taxes 2. Profit transfer both functions can be used to manage the cash. we would have done this differently now but this was the choice at the time. |

In countries, it is different. although the post office in the US is owned by the government, it does not mean the government can move cash in or out of the company. It runs as an independent business with its own cash control. |
