All of the sudden my country is not building corps,I have everything necessary including production plants.the delivery date for corps just keeps getting pushed back months down the road.i am a experienced player who just returned so this is not a noob problem.any input would be greatly appreciated |

Ditto. I've been experiencing the same problem as well, even with an adequate workforce. According to Andy, there is some sort of "soft cap" or something. I can't exactly remember what he meant.
Try to "autobuild" your corps in the meantime, sometimes I get lucky. |
