When trying to Nationalize a corp this message pops up:
Sorry, you do not have enough cash.
You cannot nationalize more corporations.
The country has close to 1T cash.
The corp page count total is wrong.
There are 47 corps total with 20 being privately owned =27.
Country corps are: 1 State, 15 National, 11 Public =27.
The country controlled count shown is 28.

The corp total corrected the next month but I still cannot Nationalize any corp. |

Figured it out. It was because of the addition payment to the enterprise. |
