ChooseB had this issue too. I took a new country, disabled auto corporation building, and boom, tons of new corps being built.
See Harlequin on FB. I have 7 new ones within a game year of taking the country. Waste of money and disregard for my settings.

My guess is my country was short on construction (it was newly conquered). Even still - it had enough cash to cover the cost of construction so it shouldn't be reducing salaries. |

This is still an issue. Garrotte on LU is building corps on its own despite my settings. Get a message that high debt is a cause but the country has no debt and a very high cash level. |
