I recently purchased an offensive military base and airports they were delivered and they appear in the list but they do not appear on my country map

On your country homepage click the blue map control button, then untick the capitol visible box, then click the save visibility & repaint map button.

Next tick the capitol box again and press again the save visibility & repaint map button, your bases should now appear in the lists and be visible on the country map
