I tried to do a 200k worker exchange followed by a 199,999 worker exchange within the same month. (I think the limit is 200k) and got the following error message.
Exchange not processed.
Not enough unemployed workers in one of the professions, or one of the countries exchanged more than 400,000 persons already.
Please try again next month.
perhaps the 400,000 needs to be altered to read 200,000? |

Your message lacks of context, such us:
- World
- Countries involved in this exchange
- Did you make more exchanges THIS game month?
Your problems seems to be shortage of workers, not the exchange limit of 400k (which works).
Check your available workers you are trying to exchange on each country.

the world was Little Upsilon
I transferred 200k. then attempted a second 199,999 transfer.
I had all the workers. there was no shortfall.
the worker exchange screen shows a limit of 200k (which is why assumed I hit that limit) but the error message says 400k (which is why I tried two exchanges of 200k)
I didn't consider the possibility that different worlds had different limits until your post, but that might be the cause. another possible cause is that I am currently am on a free account so perhaps it has a smaller limit.
even so the error message doesn't represent the actual situation. |

The limit is 200.000
when the exchange is within your own empire, the limit is 400.000 |
