I'm trying to make a navy fleet, so i go on military, military units, navy fleet and that. when ive made my choice and everything all that left is to plot where it going to be. But i need a navy base

Thats the thing. It says i dont have one on list and on map. When i try and buy a new one it says ive got one. what wrong?
