I have a problem.

My offensive anti aircraft missiles continues to disappear, while all offensive anti aircraft batteries are inactive?

Here's the thing, they use Off. AA Missiles for "Training", and they use them whether they are active or not. If you don't want them to be used, then destroy/sell them.
