Look at the 'update salaries for government workers and the army, depending on the economy' automatic help and be sure it is turned off. This is different from economic protection. setting your gov salaries real low and your corp ones high will do massive amounts of harm, put it back now. Look at your countries details, 'major country indexes' and in that list at the bottom you will see a corp salary index. You need to set your gov salary index to 75% of this or just above.
