I'll stick to 1x per million. I cant see why we can achieve 2x per million, no way in the world i will see 2x.

I'll try 1.5x per million to start off though.

at 250 efficiency an FMU corporation employs 234,440 people.

at 250 efficiency a medical material corp employs 164,060 people.

or 30% less people. Interesting so far...

So if we assume that housewives are a base 16% of the workable population, and disabled are 7%. 50% of disabled workers can re-enter the workforce and 40% of housewives. So out of 1million people in the proper age group not in government jobs has a maximum employment level of (40%*16%)+(50%*7%)-100%=|x|*1million=901 thousand.

What this really means if you have 0 kids 0 retired people, no government workers, and somehow keep your government functional and run clinics and back to work schools you can run 901000/164060=5.492 corps per million population. Not that this is exactly accurate but it is a number, if that means anything lol. You might be able to score a few more slots is all.

I have increased back to work schools and special clinics as well, that should stimulating the economy much better performance then.
