Other then noticing the actual link (javascript:jsHighLoans()) when clicking 'build' for a new corporation, there is no popup explaining you can't build because of high loans. Just an unclickable link :)

I assume it's a bug as I am able to view all other pop ups and tried in IE9 and chrome.
