My 2nd slave, while doing even better, continues to increase in finance index. There anyone else experiencing this problem? Q

Cheap wine might do better, as cheap wine is only a little worse than expensive wine, but a whole lot better than no wine at all.

I also have a situation where a war slave with full, organized units started paying much higher defense costs than another, more heavily armed slave. It appears that W3C is trying everything it can think of to drive up costs to force smaller militaries.
