Senator, there are a lot of automatic processes in the game that change the amount of cash you have available. Most of us have placed an order or two without working out what the value of the order was, and ended up spending more money than we had available at one time or another.
To check whats going on with your simdollars, look at your country's finance page. To check where your gold coins are, have a look at the gold coin transaction log on the portal.
