There has been a new update so a unit cannt be made of a tiny number of wepons this affected garrisons to simcountry says:"changes will continue until armies become much smaller and the number of weapons per military base are normalized" this cannt be acheved if the minimum number of wepons garrisond at a factory is 1001.

use the sliding scale and reduce the size of the garrisons. They have to be made to 1001 however they can be deployed in smaller precents of the total 1001.
