I think for every month a military unit is deployed, they should gain 1 point in fighting level up to a maximum of 100. I think it would encourage players to maintain standing armies. Also during war, it would discourage the practice of dismantling and reforming units as a quick way to resupply as that would destroy the bonus.

Any thoughts?

Hi, i like the idea, main problem is still costs. Big active armies will drain all possible resources.
